Increases Minnesota Forest Resources Council membership from 15 to 16 governor-appointed members plus one Indian Affairs Council appointee, and adds a dedicated representative from the Minnesota Indian Affairs Council.

Changes council reporting requirement from annual to biennial (February 1 of odd-numbered years) and requires regional committees to report by November 1 of even-numbered years.

Shifts forest monitoring language from "establish" to "maintain" programs and changes "practices and compliance monitoring" to "implementation monitoring" to focus on guideline application rather than compliance verification.

Extends the sunset date for the Minnesota Sustainable Forest Resources Act from June 30, 2017 to June 30, 2021 and adds a new section requiring implementation to be subject to biennial legislative appropriations.

Updates organizational names including the University of Minnesota's College of Natural Resources to "College of Food, Agricultural and Natural Resource Sciences" and the Forest Service's "North Central Forest Experiment Station" to "Northern Research Station."
