Amends Minnesota Statutes section 241.01 to prohibit the Commissioner of Corrections from housing state inmates in facilities not owned and operated by the state or local government units, effective July 1, 2014.

Creates new statute 243.95 prohibiting the Department of Corrections from contracting with privately owned and operated prisons for care, custody, and rehabilitation of offenders.

Creates new statute 641.015 prohibiting sheriffs from housing county jail inmates in facilities not owned and operated by local government or groups of local government units, effective August 1, 2014.

Prohibits county boards from authorizing sheriffs to contract with privately owned and operated prisons for offender care and custody.

All provisions are effective the day following final enactment.
