Requires all new smart phones manufactured on or after July 1, 2015, sold or purchased in Minnesota to have preloaded or downloadable antitheft functionality available at no cost to purchasers.

Mandates wireless equipment manufacturers, operating systems providers, and service providers to submit a report by January 15, 2015, describing baseline antitheft tool functions and accessibility features for individuals with disabilities.

Requires wireless communications device dealers to maintain written records for three years of all used device purchases, including device description, transaction details, seller identification, payment method, and a signed seller statement attesting the device is not stolen.

Prohibits dealers from making false records, destroying transaction documentation, refusing law enforcement inspections, purchasing devices from minors, or making cash payments; requires payment by check or electronic transfer only.

Mandates dealers install and maintain video surveillance cameras capturing frontal facial images of all device sellers, with recordings retained for at least 30 days and available for law enforcement inspection.
