Eliminates the May 2, 2014 sunset date on Minnesota Statutes section 160.21, subdivision 6, making snow removal authority for uncompleted subdivisions permanent.

Allows road authorities to remove snow from unopened or private roads in uncompleted subdivisions with five or more lots when the developer is insolvent or facing foreclosure and public safety is at risk for school buses, public works vehicles, or emergency vehicles.

Snow removal activities are limited to streets reasonably necessary for access by buses or emergency vehicles and does not constitute acceptance of the road or opening it to public use.

Permits road authorities to charge properties within the subdivision reasonable proportionate fees for snow removal services, collectible as liens or special assessments.

Provides liability exemption for road authorities and employees from tort claims related to road maintenance or condition, except for claims arising from negligent acts.
