Exempts facilities or plants located outside the seven-county metropolitan area that produce less than 400,000 tons of chemicals annually from mandatory environmental impact statement requirements.

Specifies that facilities using only cellulosic feedstock to produce chemical products for use by another facility as feedstock shall not be considered fuel conversion facilities under environmental review rules.

Maintains existing exemptions for ethanol plants, biobutanol facilities, and cellulosic biofuel facilities producing less than 125,000,000 gallons annually outside the seven-county metropolitan area.

Applies exemption only when facilities meet the production thresholds and do not trigger environmental assessment worksheet requirements under other regulatory categories.
