Establishes alternative compensation preparation revenue for school districts and charter schools that have not yet implemented the alternative teacher professional pay system under section 122A.414, available for fiscal years 2015-2017 only.

Sets alternative compensation preparation revenue at $260 per pupil enrolled on October 1 of the previous fiscal year, with 65 percent distributed as basic aid to districts and 100 percent to charter schools.

Requires participating districts and charter schools to have an approved educational improvement plan and use revenue for activities aligned with plan components including professional development, teacher evaluation, and mentoring programs.

Amends existing teacher professional pay system requirements to include alignment with development, evaluation, and peer-coaching standards and adds reporting requirements on how alternative pay systems meet these standards.

Appropriates unspecified funds from the general fund to the Department of Education for alternative compensation preparation aid beginning in fiscal year 2015.
