• Expands Board of Cosmetologist Examiners from 4 members (three cosmetologists and one public member) to 7 members including two cosmetologists, two school instructors (one public and one private school), one esthetician, one nail technician, and one public member.

• Allows cosmetologists and estheticians to practice in physicians' offices in connection with medical care related to esthiology, in addition to licensed salons.

• Simplifies continuing education requirements by allowing only board-licensed schools, postsecondary institutions, or board-recognized professional associations to offer continuing education, with professional association recognition valid for three years contingent on curriculum preapproval.

• Creates new "Postsecondary Cosmetology School License" designation for schools meeting state authorization standards, requiring admission of students with high school diplomas or GED equivalents and Department of Higher Education authorization.

• Replaces references to "health and sanitary standards" with "infection control standards" and moves residential salon location restrictions to a separate subdivision; removes multiple grounds for disciplinary action and consolidates others.

• Authorizes the board to adopt rules using exempt rulemaking procedures under Minnesota Statutes section 14.386.
