Creates a data security account in the special revenue fund with receipts appropriated to the legislative auditor for oversight of data security in state systems, effective January 1, 2015.

Clarifies that all data created or maintained by private contractors performing government functions is subject to Minnesota data practices laws and must comply as if the contractor were a government entity, with failure to include contract notice not invalidating application of this requirement.

Authorizes the Commissioner of Public Safety to establish fees not exceeding $0.01 per record for bulk vehicle records requests (1,000 or more records) and a driver records subscription service not exceeding $3,680 per month, with 60 percent of bulk record fees credited to the data security account.

Requires subscribers and requesters of bulk driver and vehicle records to engage independent auditors to review their data uses and security procedures, with reports submitted to the legislative auditor and commissioner within 30 days.

Directs the legislative commission on data practices to study bulk disclosure of motor vehicle and driver's license data including security breaches, audit practices, revenues, and alternatives to bulk transfers; requires the Commissioner of Human Services to study application of data practices requirements to health care contractors by December 21, 2014.
