Allows state employees to donate up to 40 hours of accrued vacation leave each fiscal year to sick leave accounts of one or more state employees.

Limits recipients to 80 hours of paid time in a payroll period when using sick leave credited through vacation donations from other employees.

Expands eligibility to allow recipients to use up to 80 hours of program donations after the death of a spouse or dependent child, in addition to existing life-threatening condition provisions.

Permits retroactive use of donated sick leave when all other paid leave is exhausted, provided the recipient has sufficient donations to cover the retroactive period.

Requires the commissioner to establish procedures for determining eligibility, duration of need, monitoring, and other administrative aspects of the vacation donation program.
