Requires all supervisors of licensed professional clinical counselors (LPCC) to meet supervisor requirements in Minnesota Rules, part 2150.5010.

Allows licensed professional counselors (LPCs) to convert to LPCC status after August 1, 2014 by meeting specified requirements including active license in good standing and no pending complaints or disciplinary issues.

Requires conversion applicants to complete a master's or doctoral degree in counseling or related field from a CACREP-recognized program or regionally accredited institution.

Requires conversion applicants to earn 24 graduate-level semester credits in clinical coursework covering diagnostic assessment, treatment planning, evidence-based interventions, evaluation methodologies, professional ethics, and cultural diversity.

Requires conversion applicants to pass the National Clinical Mental Health Counseling Examination (NCMHCE) and board-prescribed ethical, oral, and situational examinations, and complete 4,000 hours of post-master's supervised practice (or 2,000 additional hours if already having 2,000 hours and independent practice status).
