Adds veteran-owned small businesses to Minnesota's certification program for state procurement, allowing certification through either federal Department of Veterans Affairs verification or proof of state eligibility standards.

Authorizes county boards to establish bid preference programs for veteran-owned small businesses on capital projects funded in part or in whole with state bond funds.

Authorizes cities to award veteran-owned small businesses a six percent bid preference on public infrastructure projects funded by general obligation bonds.

Allows local governments to implement bid preference programs for veteran-owned small businesses on projects funded in part or in whole with state funds, in accordance with state eligibility standards.

Appropriates $100,000 in fiscal year 2015 to the commissioner of administration for developing and implementing a certification program for veteran-owned small businesses.
