Requires professional licensing boards defined in Minnesota Statutes section 214.01 to establish expedited license processing procedures for active duty military members, military spouses, and veterans who separated within the previous two years with honorable or general discharge status.

Mandates professional licensing boards establish temporary licensing procedures for the same eligible military populations to perform regulated professional services while completing full application requirements.

Requires temporary license applicants to provide evidence of a current valid license or permit in another state without disciplinary history and a criminal background study showing no convictions that would adversely affect licensure eligibility.

Allows temporary licenses to be issued for a limited duration as determined by each licensing board, during which applicants must complete the full license application process.

Authorizes each professional licensing board to adopt rules necessary to implement these expedited and temporary licensing provisions.
