Authorizes counties, municipalities, and school districts to use electronic rosters for elections, with election officials able to designate which precincts use them.

Establishes technical requirements for electronic rosters including data file loading and export capabilities, scanning of Minnesota driver's licenses, manual data entry, immediate alerts for ineligible or duplicate voters, and paper backup systems.

Requires electronic rosters to generate printed voter signature certificates containing voter name, address, date of birth, voter ID number, oath, and signature space, with all printed materials retained for 22 months.

Mandates counties, municipalities, or school districts notify the Secretary of State at least 90 days before first use of electronic rosters and certify compliance at least 30 days before election; requires pre-election testing within 14 days.

Adds definitions for "polling place roster" and "voter signature certificate" to Minnesota election law and amends related statutes to recognize electronic rosters alongside traditional paper rosters.
