Removes the "commercially viable" requirement for contiguous land that property owners can require utilities to condemn when acquiring land for high-voltage transmission lines (200 kilovolts or more).

Simplifies ownership rules to allow the fee owner alone to elect the option to require utility condemnation of contiguous land, eliminating previous provisions requiring written consent from contract for deed vendees.

Requires utilities to make a written acquisition offer and amend condemnation petitions within 90 days of an owner's election to transfer additional contiguous land.

Applies all Chapter 117 eminent domain protections to land acquisitions under this section, including provisions on appraisal, just compensation, and relocation assistance.

Takes effect the day after final enactment and applies to all eminent domain proceedings pending or commenced on or after that date.
