Removes bidding requirements exemption for public employee insurance program, requiring school districts to request proposals from minimum of three sources including one from chapter 43A administrator at least every 24 months.

Requires group insurance entities to provide school districts with 24-month nonidentifiable aggregate claims records within 30 days of request and submit renewal rates and plan design changes 90 days before effective date.

Limits school district insurance contracts to two years maximum unless exclusive representative of largest employee group agrees otherwise, with sealed proposal process opened 90 days before renewal date.

Establishes insurance premium refund provisions allowing school districts to negotiate with exclusive representatives regarding refunds attributable to proportionate insured lives covered.

Prohibits charter school board members, employees, and officers from accepting gifts from group health insurance providers and receiving compensation from such providers; requires charter schools with 25+ employees to request proposals from minimum of three insurance sources every three years.
