Adds assertive community treatment, crisis assessment and stabilization, and partial hospitalization as treatment alternatives available under court-ordered early intervention in mental health cases.

Expands peer support services eligibility to include recipients of mental health mobile crisis intervention services in addition to existing rehabilitative mental health services.

Requires mental health crisis assessments to include evaluation of voluntary treatment willingness, advance directives, and information from family members or caretakers when feasible.

Adds new requirements for mobile crisis intervention teams including treatment engagement strategies, family work experience, availability to individuals with co-occurring substance use disorders, and family psychoeducation in treatment planning.

Requires crisis teams to actively link recipients to referral services and follow up on implementation, and mandates offering to help recipients develop advance directives if they do not have one.
