Establishes a multijurisdictional Minnesota Financial Crimes Task Force to investigate major financial crimes with a statewide commander appointed by the commissioner.

Requires the commissioner to establish a victims assistance program that helps identity theft victims report crimes, protect accounts, and obtain identity theft passports; mandates public outreach through newspapers, radio, television, billboards, and internet.

Authorizes issuance of identity theft passports to victims who have filed police reports, which can be presented to law enforcement agencies to prevent wrongful arrest or to creditors to verify fraudulent charges.

Directs the commissioner to issue grants supporting efforts to combat identity theft and financial crime and to develop an objective grant review process free from conflicts of interest.

Allows the commissioner to offer financial rewards up to $2,000 for tips leading to apprehension and prosecution of individuals committing economic crimes.
