Adds discharge from health professionals services program for non-compliance as a ground for disciplinary action against nurses.

Prohibits Board of Nursing from licensing persons convicted of felony-level criminal sexual offenses unless 10+ years have elapsed since sentence discharge and applicant meets rebuttable presumption criteria; licenses are automatically revoked upon such conviction.

Expands program manager reporting requirements to include persons subject to sections 214.17-214.25, causing identifiable patient harm, unlawfully substituting medications, unlawfully using controlled substances while on duty, and alleged violations outside program authority.

Increases daily compensation for health-related licensing board members from $55 to $75 per day while maintaining $55 per day for non-health-related boards.

Appropriates funds for fiscal years 2014-2015 to various health-related and non-health-related licensing boards for per diem payments and licensing activities, with Board of Nursing receiving $258,000 for fiscal year 2015.
