Establishes an advisory task force to recommend improvements to Minnesota's alternative teacher professional pay system and teacher evaluation program.

Task force shall include representatives from school administrators, principals, school boards, Department of Education, University of Minnesota, teachers (both with and without alternative pay agreements), charter schools, parents, and rural education organizations.

Includes four legislative ex officio members: two from the House of Representatives and two from the Senate, each with one member from the seven-county metro area and one from greater Minnesota.

First meeting must be convened by August 1, 2014, with task force members to elect two cochairs (one must be a teacher), meet at least monthly, and submit written recommendations by February 1, 2015.

Task force expires February 2, 2015, or upon submission of its report, whichever occurs first; members may be reimbursed for expenses but not compensated for task force activities.
