School boards must initially allocate 50 percent of reserved staff development revenue to individual school sites on a per-teacher basis, with funds retained at each site until used.

School boards may retain 25 percent of staff development revenue for districtwide staff development efforts.

The remaining 25 percent must be distributed as grants to school sites for best practices methods, with uses determined by site professional development teams.

School boards may withhold portions of initial revenue allocations if staff development outcomes are not being met.

Changes are effective for fiscal year 2015 and later.
