Eliminates the SmartFleet Committee and transfers fleet reporting responsibilities to the Department of Administration.

Removes the Labor-Management Committee from consultation requirements for the public employee insurance program, allowing the commissioner of management and budget to modify the program independently.

Eliminates the advisory committee requirement for state voting systems contracts previously requiring input from county auditors, municipal clerks, and disability community representatives.

Streamlines executive branch advisory groups by removing expiration dates under section 15.059, subdivision 5 for multiple councils including the Workers' Compensation Self-insurers' Advisory Committee, Cuyuna Country State Recreation Area Citizens Advisory Council, and Forest Resources Research Advisory Committee.

Repeals multiple statutory sections establishing advisory bodies and modifies member term provisions for various state boards and councils governing occupational licensing, health services, natural resources, and transportation.
