Authorizes carryover of POST (Peace Officer Standards and Training) Board funds from the first year to the second year for training on sexual exploitation and trafficking of youth.

Allocates $100,000 in the first year for reimbursements to local governments for peace officer training on identifying sex trafficking victims and traffickers, investigation techniques, and assisting sexually exploited youth.

Sets reimbursement rate at $100 per diem per officer for training on sexually exploited and trafficked youth.

Makes the $100,000 allocation available until June 30, 2016.

Requires excess receipts in the peace officer training account above $3,870,000 in both the first and second years to be transferred to the general fund.
