Amends Minnesota Statutes section 205A.12, subdivision 7 to create two separate processes for dissolving school board election districts.

Allows the ten largest school districts or districts in cities of the first class to dissolve election districts by board resolution as part of a consolidation or cooperation agreement, with a plan for transition to at-large elections.

Permits all other school districts to dissolve election districts upon board resolution or petition signed by at least 50 electors or ten percent of votes cast in the most recent school board election, whichever is larger.

Requires districts not in the largest ten to submit dissolution proposals to voters at the next general election, with the board having six months to adopt the resolution if initiated by petition, and limits elections to one per two-year period.

Takes effect the day following final enactment.
