Creates funding mechanism for approved recovery programs that provide academic services and substance abuse recovery support to eligible students in Minnesota schools.

Defines "approved recovery program" as a course of instruction offered by recovery schools with academic services, recovery assistance, and continuing care for students recovering from substance abuse or dependency, subject to commissioner of education approval.

Establishes recovery program support staff aid equal to 20 percent of salary for licensed alcohol and chemical dependency counselors, school counselors, school psychologists, school nurses, and school social workers working in approved programs.

Provides pupil transportation aid for recovery program students: quarterly Metro Transit passes for seven-county metropolitan area residents; actual transportation cost or 15 cents per mile (whichever is less) for all other students.

Allows students in approved recovery programs to count as up to 1.7 pupils in average daily membership (versus standard 1.2 limit) and creates recovery program revenue funding formula effective for fiscal year 2015 and later.
