Replaces the definition of "fireworks" with categorized subcategories: "aerial and audible devices," "display fireworks," "novelties," and "sparkling devices," each with specific chemical composition limits referenced to APA 87-1 standards.

Permits sales of aerial and audible devices, novelties, and sparkling devices only to persons 18 years or older, verified by photographic identification, and prohibits use of these items on public property.

Restricts aerial and audible devices to sales only between June 1 and July 7 each year.

Limits local unit licensing fees for aerial and audible device retail sales to a reasonable amount based on public safety, and prohibits any other fees or charges on these devices or wholesale sales; prohibits local ordinances from restricting sales or displays of compliant retail structures meeting National Fire Protection Association Standard 1124 (2006 edition).

Authorizes towns and cities to regulate conditions of use for aerial and audible devices and display fireworks through ordinances, provided regulations are reasonable and do not prohibit all use.
