Amends Minnesota Statutes section 15A.0815, subdivision 5 to change language from "appointing authorities to recommend certain salaries" to "determining individual salaries."

Requires the governor to establish salaries within limits for specified positions after consulting with the commissioner of management and budget, considering performance evaluations and affirmative action progress.

Requires the governor to notify the Legislative Coordinating Commission within 30 days of approving any salary changes for positions listed in the statute.

Ratifies 14 labor agreements and compensation plans approved by the Legislative Coordinating Commission Subcommittee on Employee Relations, including agreements with the Minnesota Law Enforcement Association, AFSCME Council 5 and Units 225 and 8, and salary increases for executive directors of the Minnesota State Retirement System, Public Employees Retirement Association, and Teachers Retirement Association.

Sections 1 and 2 are effective the day following final enactment.
