Requires the Board of Teaching to accept applications for temporary limited teaching licenses starting July 1 of the school year and issue or deny them within 30 days of receiving a complete application.

Establishes eligibility for temporary limited teaching licenses in speech-language pathology, requiring applicants to hold a bachelor's degree in communications disorders or speech-language-hearing sciences from an accredited institution and complete at least 100 hours of supervised clinical experience.

Mandates supervision requirements of at least 20 percent during the first 90 days of training or employment and at least 10 percent during the remaining period.

Allows the Board of Teaching to waive the 100-hour supervised clinical experience requirement if an applicant demonstrates prior work in an educational setting for at least two full school years.

Effective date of August 1, 2015.
