Increases the maximum number of connections allowed for the Cedar Lake area water and sanitary sewer district from 325 to 364 connections.

Requires the district's comprehensive plan to remain subject to Scott County planning and zoning authority and ordinances.

Authorizes Helena Township in Scott County to sell or use surplus land, equipment, tax revenue, or service charges from a discontinued subordinate service district (Silver Maple Bay Estates) to connect property owners to another public sewer system.

Allows Helena Township to distribute any remaining surplus equally to former property owners who paid taxes or service fees during the most recent year of the district, or transfer unused surplus to the town's general fund.

Section 1 becomes effective upon the Cedar Lake district's compliance with Minnesota Statutes section 645.021; Section 2 becomes effective the day following final enactment.
