Requires wireless communications device dealers to maintain written records at time of purchase including device description, date/time/place of transaction, seller identification, payment method, and signed statement attesting device is not stolen and free of liens; records must be retained for three years.

Prohibits dealers from making false entries, falsifying records, refusing law enforcement inspection, failing to maintain records, or purchasing devices from persons under 18 years old; requires payment by check or electronic transfer only.

Mandates dealers install and maintain video surveillance cameras positioned to capture frontal facial images of all device sellers; cameras must operate during business hours and recordings retained for minimum 60 days.

Establishes procedures for law enforcement investigative holds (72-hour written confirmation, 30-day duration) and confiscation of devices; dealers entitled to seek restitution for storage costs and lost profits if device held or seized.

Makes intentional violations by dealers or their agents a misdemeanor; exempts devices returned under store return policies, CMRS provider trade-in programs, and dealers regulated under chapter 325J.
