Transfers the Harambee community school in Maplewood from Joint Powers District No. 6067 (East Metro Integration District) to Independent School District No. 623 (Roseville) to operate as a multidistrict integration facility serving grades early education through 12.

Allows students enrolled in Harambee during 2013-2014 to continue enrollment in subsequent years, while other students may apply for enrollment starting in 2014-2015 under Minnesota Statutes section 124D.03.

Requires the Department of Education to calculate compensatory revenue, literacy aid, and compensation revenue for 2014-2015 based on fall 2013 enrollment counts.

Permits Harambee to operate as a flexible learning year program under Minnesota Statutes sections 124D.12 to 124D.127.

Authorizes Roseville School District to transport students who were enrolled in 2013-2014 to Harambee regardless of their districts of residence, with expenses reimbursable under Minnesota Statutes section 124D.87.
