Establishes a standard adult high school diploma program for adults ineligible for K-12 services who successfully complete an approved adult basic education program.

Requires adult basic education consortia to apply for commissioner approval and submit annual data demonstrating program compliance and effectiveness, with full reapproval every five years.

Mandates program providers develop individualized learning plans for each student, identify competencies already completed, and provide ongoing advising and academic support services.

Requires competencies and requirements in five areas: language arts, mathematics, career development and employment skills, social studies, and science, aligned to Minnesota academic high school standards.

Allows students to demonstrate competency completion through prior coursework, valid assessments, adult basic education instruction, or applied learning experiences; permits either the commissioner or participating school districts to issue the diploma.
