Increases operating payment rates by 5 percent for intermediate care facilities for persons with developmental disabilities (ICF/DD) effective July 1, 2014, based on occupied beds and excluding property-related payment rates.

Increases reimbursement rates, grants, and allocations by 5 percent effective July 1, 2014, for 17 categories of home and community-based services providers, including waivered services for developmental disabilities, elderly care, nursing, personal care, and day training programs.

Requires facilities and providers receiving rate increases to use 75 percent of additional revenue for employee compensation costs, including wages, taxes, insurance, and benefits for directly employed staff, excluding central office and management contract personnel.

Mandates facilities and providers prepare distribution plans specifying how rate increase funds will be used for employee compensation and post these plans publicly for at least six weeks within six months of the rate adjustment effective date.

Appropriates funds from the general fund to the commissioner of human services for fiscal year beginning July 1, 2014, to implement the rate increases.
