SF2004 Summary

• Modifies appropriations to the Minnesota Commissioner of Human Services for various grant programs, amending Laws 2013, chapter 108, article 14, effective retroactively from July 1, 2013.

• Adjusts Support Services Grants funding with general fund allocations of $8,915,000 and $13,333,000 and Federal TANF allocations of $94,611,000 for fiscal years 2014-2015, plus new one-time grants including $2,168,000 for paid work experience for long-term MFIP recipients and $250,000 for work study pilot programs.

• Modifies Children's Services Grants with general fund base increases of $5,913,000 (FY2016) and $10,297,000 (FY2017), and adjusts Adoption Assistance funding from $37,453,000 to $36,456,000 (FY2014) and to $36,855,000 (FY2015).

• Increases Basic Sliding Fee Child Care Assistance Grants base by $3,778,000 (FY2016) and $3,849,000 (FY2017), and increases Aging and Adult Services Grants base by $1,150,000-$1,151,000 for FY2016-2017.

• Decreases Adult Mental Health Grants base by $4,427,000 for FY2016-2017, funds mental health initiatives including $625,000 for text message suicide prevention and $230,000 for behavioral health coordination pilot, and adds $1,500,000 Performance Bonus Funds for high-performing counties (expires June 30, 2016).
