Expands electronic monitoring pilot projects using GPS devices for domestic violence offenders beyond the Tenth Judicial District to any judicial district conducting an authorized pilot project.

Allows judges to order electronic monitoring as a condition of pretrial release for persons arrested for qualifying domestic abuse crimes, including assault, criminal sexual conduct, violations of protection orders, and related offenses.

Requires chief judges in participating judicial districts to establish advisory groups including law enforcement, prosecutors, defense attorneys, judges, and battered women's organizations to develop standards for electronic monitoring devices.

Mandates that judicial districts conducting pilot projects report their standards and findings to legislative committees with jurisdiction over criminal justice policy and the state court administrator's office.

Removes the previous requirement that monitoring data be limited to the Tenth Judicial District and made available only to the corrections commissioner for standards development.
