Dedicate unclaimed lottery prize money to a land acquisition account in the natural resources fund, redirected from the general fund, for extinguishing school trust interests in school trust lands.

Create a new condemnation process allowing the Commissioner of Natural Resources to acquire school trust lands through condemnation when sufficient funds are available, with the Attorney General commencing condemnation proceedings as requested.

Deposit the land value portion of condemnation awards into the permanent school fund, with remaining award payments first reimbursing expenses, and any surplus deposited into the permanent school fund.

Appropriate lottery funds from the land acquisition account specifically to extinguish school trust interests in school trust lands identified under section 84.027, subdivision 18, paragraph (c).

Amend Minnesota Statutes sections 349A.08 and 94.165 to implement the lottery prize money transfer and establish the condemnation authority for school trust land acquisition.
