Prohibits sale of electronic delivery devices (e-cigarettes), tobacco-related devices, and nicotine/lobelia delivery products to persons under 18 years of age, with criminal penalties of misdemeanor for first offense and gross misdemeanor for subsequent violations within five years.

Requires municipal and county licensing authorities to regulate retail sales of electronic delivery devices alongside traditional tobacco products, with administrative penalties of $75-$250 for violations and mandatory compliance checks using minors over 15.

Prohibits self-service sales and vending machine sales of electronic delivery devices, except in adult-only facilities where no persons under 18 are permitted.

Provides affirmative defense for sellers who reasonably relied on valid proof of age, and exempts FDA-approved tobacco cessation and medical products from the prohibitions.
