Expands the definition of "drug" to include compounds and substances not approved by the FDA that produce effects similar to Schedule I or II controlled substances, effective August 1, 2014.

Grants the Board of Pharmacy authority to issue cease and desist orders against persons violating pharmacy laws, with expedited hearing procedures (10 days for hearing, 10 days for administrative law judge report, 15 days for board decision).

Prohibits the sale of unapproved compounds that mimic Schedule I or II controlled substances, closing loopholes in existing exemptions for nonmedicinal use and household preparations, effective August 1, 2014.

Adds provisions requiring FDA registration or board licensing for drug manufacturing facilities and clarifies labeling requirements to list "ingredients" instead of just "identity" on non-prescription drugs.

Removes the sunset date and legislative reporting requirement for the Board of Pharmacy's emergency drug scheduling authority, making the expedited rulemaking process for scheduling new substances permanent.
