Authorizes the city of North Branch to increase its Public Utilities Commission membership from three to up to seven members through local ordinance.

Requires any ordinance expanding the commission to provide for staggered terms among members.

Permits the ordinance to waive residency requirements for commission members and allow up to two city council members to serve on the commission.

Applies existing Minnesota Statutes sections 412.331 to 412.391 to additional commission members, except where they conflict with the new provisions.

Takes effect the day after North Branch's governing body and chief clerical officer comply with Minnesota Statutes section 645.021, subdivisions 2 and 3.
