Establishes that event data recorded by motor vehicle event data recorders (devices capturing vehicle speed, location, airbag deployment, brake/steering performance, and seatbelt use) is personal data owned by the vehicle owner.

Prohibits downloading or retrieving event data without owner consent, except by automotive technicians for repairs, peace officers with a warrant investigating accidents, emergency responders, or pursuant to civil discovery or court orders.

Requires prominent disclosure in subscription service agreements of the capability to record/transmit event data and instructions for discontinuing the service or disabling the recorder by a trained technician.

Allows data collection without a warrant following crashes resulting in serious injury or fatality if there is risk of data loss during vehicle recovery, limited to data necessary for crash reconstruction.

Makes it a misdemeanor to knowingly alter, delete, or destroy event data recorder information after an accident causing death or serious injury, unless reasonable time has passed for a peace officer to obtain a search warrant; effective August 1, 2014.
