Increases waiting period for firearm delivery from 5 to 7 business days, with extension to 30 days if fingerprints are required for identity or criminal record verification.

Adds photocopy identification requirement (driver's license, state ID, or passport) for all transferees in addition to existing application information.

Creates new felony offense for knowingly transferring firearms to prohibited persons whose weapons are used in violent felonies within one year, and adds repeat offense felony for violations after prior conviction under this section or related provisions.
