Defines "farmers' market" as an association of three or more persons assembling at a defined public location to sell directly to consumers products from their own farm or garden.

Exempts food product sampling (small portions up to three ounces for promotional or educational purposes) and food product demonstrations from licensing requirements under chapters 28A.01 to 28A.16.

Requires persons conducting food sampling or demonstrations to provide regulatory authorities with information about food sources, types and volumes, equipment used, facilities, and waste disposal methods upon request.

Permits seasonal temporary food stands to operate more than 21 days annually at one location with approval from the regulatory authority, instead of the standard 21-day limit.

Exempts chili or soup served at nonprofit community cook-off fund-raisers from licensing requirements if the municipality approves the event, the organization develops food safety rules, and homemade products are labeled with preparer name and address and marked as uninspected.
