Designates the Honor and Remember Flag as Minnesota's official symbol honoring military service members who have died in active duty or from service-connected causes.

Describes the flag design: red field (three-quarters), white field (one-quarter), gold five-pointed star with white and blue borders, tri-folded American flag between bottom star points, stylized flame, and "Honor and Remember" text.

Encourages display of the flag on nine specific days annually including Armed Forces Day, Flag Day, July 4th, Veterans Day, Korean War Armistice Day, and Vietnam Veterans Day, plus any day the U.S. flag is displayed at governmental buildings.

Applies flag display recommendation to state capitol, constitutional offices, legislature chambers, courts, veterans memorials, cemeteries, and local government buildings as determined by governing bodies.

Adds Honor and Remember Flags as exceptions to gift ban restrictions for state and local officials under Minnesota Statutes sections 10A.071 and 471.895, allowing officials to accept flag donations.
