Creates a new advisory committee to advise the Department of Transportation commissioner on rules referenced in sections 162.02 and 162.09 of Minnesota Statutes.

Committee membership consists of 21 total members: 9 members selected by county boards (maximum 5 county commissioners and minimum 4 county highway engineers, one from each state highway construction district) and 12 members selected by city governing bodies (maximum 6 elected officials and minimum 6 city engineers, with representation from each state highway construction district and each first-class city).

Commissioner has final authority to determine what rule will be proposed for adoption if the committee cannot reach agreement.

Committee rules have the force and effect of law under chapter 14 of Minnesota Statutes and the committee does not expire.

Repeals specific subdivisions of Minnesota Statutes sections 162.02, 162.09, and 174.86 related to previous advisory group provisions.
