Allows underlying fee owners to apply to district court for discharge of a portion of an easement acquired by condemnation, not just the entire easement.

Expands discharge eligibility when easements or portions thereof are not being used for their original condemnation purposes.

Exempts easements acquired by public service corporations for construction or expansion of high-voltage transmission lines (100 kilovolts or more) and ancillary substations from discharge provisions.

Exempts easements acquired by public service corporations for natural gas, petroleum, or petroleum products pipelines and ancillary compressor or pumping stations from discharge provisions.

Clarifies that "pipeline" excludes natural gas distribution lines serving end users.
