Establishes a base annual funding level of $8,000,000 for low-income residential electric customer affordability programs, replacing the previous 50 percent rate discount structure.

Requires annual funding increases matching the percentage of any commission-approved residential rate increases for the public utility.

Includes program costs in the utility's base rate, with the program targeting customers with lowest incomes and highest energy costs to reduce utility service disconnections and collection costs.

Mandates a $15 discount in each billing period for low-income customers age 62 or older or disabled customers.

Applies only to public utilities serving more than 200,000 residential electric customers, effective October 1, 2014.
