Requires districts and cooperatives to allocate at least 50 percent of compensatory revenue to school buildings where eligible students are served.

Allows districts and cooperatives to reallocate the remaining compensatory revenue to school sites according to a plan adopted by the governing board, which must be submitted to the commissioner with the annual expenditure report.

Requires annual expenditure reports to determine whether increased flexibility in allocating compensatory revenue raised student achievement levels.

Requires the commissioner to report to the legislature by February 15 of each odd-numbered year on the effects of compensatory revenue reallocation on student achievement.

Changes are effective for fiscal year 2015 and later, with reporting requirements effective July 1, 2015.
