Removes the requirement that deputy registrars appointed by the commissioner for statutory or home rule charter cities must be residents of the county in which the city is situated.

Allows the commissioner to appoint deputy registrars for cities regardless of residency status, as long as public interest and convenience are served.

Applies to deputy registrars appointed under conditions when the county auditor declines appointment, is discontinued, or when the county has not established a county license bureau.

Effective the day following final enactment.
