Creates an advanced biofuel producer payment program providing $2.1053 per MMBtu for cellulosic biomass production and $1.053 per MMBtu for sugar or starch production for ten years, with an annual payment cap of $30 million across all producers.

Establishes a renewable chemical producer payment program providing $0.03 to $0.06 per pound depending on feedstock type for ten years, with an annual payment cap of $30 million across all producers.

Creates a biomass thermal production incentive program providing $5 per MMBtu for three years, with an annual payment cap of $1 million total and $100,000 per individual producer.

Requires all qualifying facilities to source at least 80 percent of raw materials from Minnesota agricultural, forestry, or municipal waste sources, begin operations by June 30, 2020, and meet minimum production thresholds to be eligible for incentive payments.
