Suspends development and implementation of the provider peer grouping system under the all-payer claims database until the legislature authorizes resumption.

Restricts uses of all-payer claims data to: evaluating the health care home program, studying hospital readmission trends, analyzing health care cost variations by geography or population, and evaluating the state innovation model testing grant.

Allows analysis of health care cost variations by geography or population only until July 1, 2016.

Requires the Commissioner of Health to convene a work group with representatives from medical associations, hospitals, health plans, academia, state agencies, safety net coalitions, and consumers to develop recommendations on expanded uses of the all-payer claims database.

Mandates the work group submit recommendations to legislative committees by February 1, 2015, addressing parameters for data use, governance structures, funding mechanisms, data access infrastructure, privacy protections, and resource requirements.
