Adds a new liability exception for counties under Minnesota Statutes section 466.03 regarding home and community-based services for people with developmental disabilities or disabilities under chapter 256B waivers

Shields counties from claims based on provider failures to meet licensing standards under chapter 245D or comply with coordinated service and support plan requirements, with a narrow exception

County liability exists only if the county had actual knowledge of a failure to meet licensing standards that created a dangerous condition foreseeably threatening the plaintiff and failed to report that knowledge to the Department of Human Services

Effective the day following final enactment and applies to claims arising from incidents on or after that effective date
